In a continued effort to align immigration with provincial workforce demands and economic goals, the Manitoba Provincial Nominee Program (MPNP) conducted two targeted draws on July 10, inviting 67 candidates to apply for provincial nomination. This selection round focused on international student graduates and skilled workers whose skills and qualifications match Manitoba’s labour market priorities.
This latest draw reflects Manitoba’s growing reliance on strategic immigration pathways to meet local labour shortages, foster retention of international graduates, and support regional development.
The July 10 draws were conducted through two MPNP streams:
A total of 67 Letters of Advice to Apply (LAAs) were issued:
Notably, 29 of these 67 LAAs were issued to candidates who had valid Express Entry profiles and job seeker validation codes, increasing their chances of obtaining permanent residency more quickly through the federal Express Entry system if nominated.
Manitoba’s commitment to retaining international graduates is evident in its selection of 40 candidates under the Graduate Internship Pathway (GIP)—a key sub-stream of the IES. This pathway specifically targets graduates of Manitoba-based master's or doctoral programs who completed their education within the last three years. Eligibility for the draw required that candidates:
This pathway not only supports Manitoba’s goal of brain retention but also ensures that those who have already lived, studied, and contributed to local institutions are prioritised for long-term settlement. It also reflects the province’s desire to tap into the research and innovation ecosystem, as many GIP candidates come from STEM fields or advanced academic backgrounds.
In parallel, the Skilled Worker Stream (SWS) selected 27 candidates who had strong connections to Manitoba through strategic recruitment initiatives. These candidates were selected under either the Skilled Worker in Manitoba or Skilled Worker Overseas pathways.
To be invited in this draw, candidates needed to:
These 27 LAAs were distributed as follows:
Strategic Recruitment Initiative | Number of LAAs Issued |
Employer Services | 3 |
Francophone Community | 2 |
Regional Communities | 4 |
Ethnocultural Communities | 18 |
These recruitment initiatives form part of Manitoba’s strategy to target underrepresented labour needs, encourage regional economic development, and bolster community cohesion through immigration.
Strategic recruitment initiatives are targeted efforts by the province to help employers meet specific workforce needs that cannot be addressed through the local labour market. Employers must:
Candidates invited through these initiatives must meet essential language, education, and work experience requirements and must not pose a retention risk. A retention risk refers to candidates who demonstrate stronger ties to another province, such as through previous education or employment, which may lead to a rejection from Manitoba’s Employer Services or the MPNP.
This strategy helps ensure that candidates selected are not only qualified but also more likely to remain in Manitoba long term, contributing to the stability of its workforce and communities.
As immigration continues to play a critical role in Manitoba’s growth, targeted draws like this one will remain central to its success. For aspiring newcomers, understanding Manitoba’s evolving priorities, like community ties, job readiness, and retention potential, will be key to navigating and succeeding in its PNP pathway.
