A comprehensive guide to Canada’s Home Care Worker Immigration Program

Canada has initiated its 2025 Home Care Worker Immigration Pilots (HCWPs), offering a streamlined pathway to permanent residency (PR) for qualified caregivers. These programs aim to address the nation's growing demand for home care professionals, particularly in light of its aging population.

The HCWP has two distinct streams:

  • Home Support Worker Pilot: Designed for professionals assisting seniors or individuals with disabilities in home settings.
  • Home Child Care Provider Pilot: Targeted at individuals providing care for children under 18 in private homes.

Each pilot offers two application categories:

  • Workers in Canada: For caregivers currently employed within Canada.
  • Applicants Not Working in Canada: For those residing outside Canada or not currently employed in the country.

The Immigration, Refugees and Citizenship Canada (IRCC) has set annual caps for each pilot:

  • Home Support Worker Pilot: 2,750 applications.
  • Home Child Care Provider Pilot: 2,750 applications, including 140 reserved for out-of-status and unauthorised workers.

Eligibility criteria

To qualify for the HCWP, applicants must meet the following requirements:

  • Achieve a minimum of Canadian Language Benchmark (CLB) level 4 in English or French.
  • Possess a Canadian high school diploma or an equivalent foreign credential.
  • Secure a full-time job offer in the home care sector from a Canadian employer.
  • Have at least six months of recent, relevant work experience or have completed a caregiver training program of at least six months within the last two years. Notably, applicants are not required to have prior Canadian work experience, making the program more accessible to international candidates.

Application Process

  • Before initiating the application, ensure all necessary documents are ready, including proof of language proficiency, educational credentials, work experience or training certificates, and a valid job offer.
  • Create an account or sign in to the IRCC's Permanent Residence (PR) Portal. Select the appropriate pilot and subcategory under the "Economic" program.
  • Fill out all required forms within the portal.
  • Upload all supporting documents as per the checklist. If a required document is unavailable, provide a written explanation and any evidence explaining the inability to obtain it.
  • Pay the associated fees, which start at a cumulative $1,525. This includes the processing fee, right of permanent residence fee, and biometrics fee. Save and upload the receipt as part of your application.
  • Review the entire application to ensure completeness and accuracy before submission. Incomplete applications will be returned without processing.

After applying:

  • Schedule and complete biometrics collection and a medical examination as instructed.
  • IRCC may contact your employer to verify the job offer.
  • Regularly check the status of your application through the PR Portal and respond promptly to any requests from IRCC.
