MPNP pauses applications to Employer Services

On July 4, 2025, the Manitoba Provincial Nominee Program (MPNP) announced a temporary pause in the intake of new Employer Services applications. The province has set a date of August 5, 2025, for reopening the application process. This short-term suspension, while procedural, carries significant implications for employers, skilled foreign workers, and the overall immigration strategy of Manitoba.

The MPNP’s Employer Services stream is a critical component of Manitoba’s immigration framework. It allows Manitoba-based employers to nominate foreign nationals for permanent residence, giving them a competitive edge in recruiting international talent. Unlike federal pathways, the Employer Services stream is designed to address Manitoba’s specific labour market needs, ensuring that skilled workers are not only qualified but also aligned with the province’s economic goals.

To qualify under this stream, foreign nationals must meet specific eligibility criteria, such as:

  • Being between 21 and 45 years of age (or as specified by the employer),
  • Having at least two years of relevant work experience in the past five years,
  • Holding a long-term, full-time job offer that meets provincial employment standards,
  • Meeting the required Canadian Language Benchmark (CLB) scores based on their NOC TEER classification
  • Completing relevant post-secondary education or training, and securing licensing or certification when applicable.

Importantly, the pause only applies to new applications submitted between July 4 and August 5. Candidates with applications already in process will continue to be assessed without interruption. Likewise, foreign nationals whose employers intended to submit applications during this period must now wait until the program resumes.

The temporary suspension of the MPNP Employer Services intake is a pause—not a closure. It signals Manitoba’s intent to optimize its immigration process to better serve both local employers and foreign skilled workers. As immigration continues to be a pillar of Canadian economic policy, programs like MPNP’s Employer Services will remain crucial in helping provinces adapt to changing labour demands.
