On February 8, 2024, the Ontario Immigrant Nominee Program (OINP) issued a total of 4,552 invitations for permanent residency (PR) under three separate draws targeting various streams and occupations. These draws marked significant opportunities for individuals seeking to settle in Ontario and contribute to its workforce and economy.

The first draw, conducted under the Human Capital Priorities (HCP) stream of the OINP Express Entry, saw 2,118 invitations being issued to candidates with profiles aligned with Ontario’s labour market needs. Specifically, this draw targeted candidates with primary occupations falling within 15 designated technology-related National Occupational Classification (NOC) codes.

Eligible occupations include:

  • NOC 20012 – Computer and information systems Managers
  • NOC 21211 – Data Scientists
  • NOC 21220 – Cybersecurity specialists
  • NOC 21221 – Business systems specialists
  • NOC 21222 – Information systems specialists
  • NOC 21223 – Database analysts and data administrators
  • NOC 21230 – Computer systems developers and programmers
  • NOC 21231 – Software engineers and designers
  • NOC 21232 – Software developers and programmers
  • NOC 21233 – Web designers
  • NOC 21234 – Web developers and programmers
  • NOC 21311 – Computer engineers (except software engineers and designers)
  • NOC 22220 – Computer network technicians
  • NOC 22221 – User support technicians
  • NOC 22222 – Information systems testing Technicians

Candidates with Comprehensive Ranking System (CRS) score between 471 and 480 were eligible for consideration in this draw, provided they created their Express Entry profiles between February 8, 2023, and February 8, 2024.

The second set of draws under the International Student Stream of the OINP Expression of Interest (EOI) system targeted candidates with varying scores, offering pathways to PR for individuals with backgrounds in healthcare and technology-related fields. The general EOI draw issued 1,182 invitations to applicants meeting the eligibility criteria and scoring 78 points or above.

Lastly, a targeted draw aimed at healthcare and tech professionals resulted in 1,252 invitations being sent out to candidates with scores of 73 points and above. These draws reflect Ontario’s commitment to attracting and retaining international talent, particularly among graduates and skilled workers in high-demand sectors.

  • NOC 31209 – Other professional occupations in health diagnosing and treating
  • NOC 31300 – Nursing coordinators and supervisors
  • NOC 31301 – Registered nurses and registered psychiatric nurses
  • NOC 31302 – Nurse practitioners
  • NOC 31303 – Physician assistants, midwives and allied health professionals

  • NOC 32101 – Licensed practical nurses

  • NOC 32129 – Other medical technologists and technicians
  • NOC 32200 – Traditional Chinese medicine practitioners and acupuncturists
  • NOC 32201 – Massage therapists
  • NOC 32209 – Other practitioners of natural healing
  • NOC 33100 – Dental assistants and dental laboratory assistants
  • NOC 33101 – Medical laboratory assistants and related technical occupations
  • NOC 33102 – Nurse aides, orderlies and patient service associates
  • NOC 33103 – Pharmacy technical assistants and pharmacy assistants
  • NOC 33109 – Other assisting occupations in support of health services

Eligible tech occupations include:

To qualify for the OINP International Student Stream draws, candidates must meet specific eligibility criteria, including having completed their studies in Ontario and demonstrating proficiency in English or French.
