Syed Khan – 16 October 2021,

The province of Quebec announced this week that it will invest over $20 million into its settlement services for immigrants over a period of three years. The announcement was made by Immigration Minister Nadine Girault.

This sum of investment includes $7.4 million allotted for 78 projects. These projects involve over 17 regions of Quebec through its Community Support Program, the Programme d’appui aux collectivités (PAC) which was announced in late February.

From 2019-2021, Quebec has invested in settlement services for immigrants through 74 service centers.

Quotes by Immigration Minister Nadine Girault at the announcement:

“The integration of immigrants is our collective responsibility and requires that all stakeholders in Quebecois society work together. Our government is deeply committed to helping these people participate fully in our labor force and in society. In conjunction with community and non-profit organizations, we can create an environment conducive to immigration that enhances the economic and social vitality of all the regions of Quebec.”

“Attracting and retaining immigrants to our communities, particularly those in the outlying regions, allows businesses to grow due to these skilled workers and helps resolve labor shortages in several of our economic sectors”

The steps taken by Quebec to help immigrants settle down in the province:

  • Doubling of upper limit on percent of temporary foreign workers that a business can hire in some regions of the province.
  • Offering Temporary Open Work Permits, (the Permis de travail ouvert transitoire – PTOT) to skilled workers who have applied for permanent residence.
  • Announcement of a new pathway to permanent residency under the International Mobility Program which enables 7,000 workers to be brought in annually without having to complete a Labour Market Impact Assessment.
