Ontario Immigration issues 818 NOI’s in its latest Express Entry draw

Ontario Immigration issued 818 NOI’s through the provincial Express Entry Human Capital Priorities stream in its latest draw. In the draw held on February 24, Ontario Immigration invited candidates who had submitted their Express Entry profiles between 24 February 2021, and 24 February 2022. The minimum Comprehensive Ranking System (CRS) score was 359 points.

These draws were started by Ontario Immigration to address labor shortages in the technology sector of the province.

Steps of the application process:

  • The candidate creates a profile on the IRCC website.
  • The candidate checks and submits their profile into the stream of their choosing.
  • Candidates selected from the Express Entry Human Capital Priorities Stream pool receive a Notification of Interest from the IRCC.
  • From the date of receiving an NOI, the candidate has 45 calendar days to complete their application.
  • The candidate has to apply through the OINP e-Filing Portal, it takes about three hours to complete the application. Candidates can save the application and return to complete it later.
  • While submitting, the candidate needs to check the supporting documents and pay an application fee of $1,500 to apply.
  • All supporting documents must be scanned and uploaded to the online application. Refer to the document checklist for Ontario’s Express Entry Human Capital Stream for a list of mandatory documents.
  • If a supporting document is not in English or French, the candidate must provide a copy of the original document and a notarized translation of the document.

Manitoba announces setting up of advisory council aimed at improving immigration

Manitoba Immigration has announced the setting up of an advisory council that will review the province’s immigration policies and pathways, provide appropriate suggestions to improve them, and increase the retention statistics of new immigrants.

This advisory council will be co-chaired by Immigration Minister Jon Reyes and Dr. Lloyd Axworthy, who currently chairs the World Refugee and Migration Council.

This move comes as the province is aiming to increase retention rates of new immigrants and attract more skilled workers and international students to immigrate there.

In 2021, over 10,315 immigrants obtained new permanent residence due to the province’s Provincial Nominee Program.

In the same year, 1,235 immigrants migrated as Refugees or Protected Persons and 2,330 immigrants moved to Manitoba under the Family Sponsorship programs.

Almost 77.4 percent of new permanent residents in the province moved here due to economic immigration programs like the Canadian Experience Class, Rural and Northern Immigration pathway, Caregiver program, and more.

About the streams:

The Skilled Worker in Manitoba Stream

It is based on the specific requirements of hiring Manitoba employers. This stream targets the selection of foreign-trained workers having required skills and nominates them for Canada PR. The stream has two pathways to Manitoba immigration.

b) Employer Direct Recruitment Pathway

The Skilled Worker Overseas Stream

It is a stream aimed at International SW’s with skills that fit in with Manitoba’s In-Demand Occupations. Applicants and spouses with close family connections, google language proficiency, training, and experience to find jobs quickly, all of the above points give the candidate a priority. It includes both a Canada Express Entry Pathway and a direct provincial pathway.

Alberta renames PNP, three existing streams and adds two new pathways

Alberta Immigration on 16th February, announced that it will rename its PNP as the Alberta Advantage Immigration Program and two new pathways will be added to it called the Rural Renewal Stream and the Rural Entrepreneur Stream. It also announced renaming of the three current streams, but no requirements were to be changed for these streams.

Ontario Immigration issued 773 NOI’s through the provincial Express Entry Human Capital Priorities stream in its latest draw. BC PNP invites 160 candidates in its latest draw

British Columbia Immigration issued 160 invitations in its latest draw via the BC PNP. In the draw held on 22 February, candidates were invited through two draws.

The first draw was a general one that invited candidates from all sub-streams of the BC PNP. The second draw invited candidates from two specific NOC codes:

  1. 0621 for Retail and Wholesale Trade Managers
  2. 0631 for Restaurant and Food Service Managers

The BC PNP offers interested candidates three ways to apply for PR. Each pathway is categorized into several different categories candidates can apply in. Choosing the category depends on your NOC skill level, work experience, type of job, etc.

Till now, in 2021, British Columbia Immigration has invited 10,000 candidates through various BC PNP streams.

The Skilled Worker Stream of BC PNP targets skilled and semi-skilled workers in high-demand occupations in the province. It functions on a points-based invite system.

About the BC PNP Tech draw:

  • This draw was first launched in 2017 as a pilot project in response to the fast-growing demand for talent in BC’s technology sector.
  • It was made a permanent program in June 2021.
  • The stream targets skilled workers and aims to expand the province’s pool of skilled workers.
  • Invitations are issued on a weekly basis to candidates who qualify and who have a valid job offer in one of the 29 eligible occupations.
  • The minimum duration of the job offered when applying for BC PNP Tech must be full-time for a duration of 365 days or more.

Validity of language tests taken by the candidate:

  • For EEBC and SI categories, the language test must be valid throughout the BC PNP application process. It must still be valid when the candidate applies to IRCC for permanent residence. IRCC will decline EEBC applications with expired language test results.
  • For the EI – Regional Pilot, the candidate must submit a valid language test when registering. Communities may also require valid language test results as part of their process.
  • For the EI – Base category, the language test must be valid when it is submitted. The candidate may choose to submit the language test at the registration, application, or final report for the nomination stage.

Alberta sends out 400 invites via the Alberta Advantage Immigration Program

Alberta Immigration invited 400 Express Entry candidates through the AINP to apply for a provincial nomination. The minimum CRS score required to qualify was 340 points. This draw was held on 1st February, with results becoming known to the public recently.

The Alberta Immigrant Nominee Program is an economic immigration program that nominates people for permanent residence in Alberta. The Express Entry candidates who are nominated must be skilled, fill job shortages or buy or start a business in Alberta. This program is run by the governments of Alberta and Canada.

On 13 January 2022, Alberta also announced its Accelerated Tech Pathway which provides expedited processing to foreign workers who are currently working for or have a job offer with, an Alberta-based tech industry employer in an eligible tech occupation.

The PEI Express Entry Category has two pathways towards Canadian permanent residence, they are as follows:

  1. Skilled Worker Stream
  2. Critical Worker Stream

The Express Entry category operates by considering applicants who are already in the Express Entry Pool for a provincial nomination which adds 600 points to a candidate’s CRS score. This guarantees the candidate an Invitation to Apply (ITA) for Canadian immigration.

Graduates of publicly funded designated learning institutions in Canada are eligible to apply for a Post Graduate Work Permit upon graduation. PGWP holders who are seeking nomination under Express Entry are required to meet a minimum of nine months’ work experience with a PEI employer prior to being considered for immigration pathways if you:

  • hold a PGWP and graduated from an institution outside of PEI
  • have a spousal open work permit as a result of a spouse’s study permit from an institution outside of PEI
  • have a minimum of four months prior to the expiry of your PGWP at time of submission of Expression of Interest

Requirements for Skilled Worker Stream:

  • have a full‐time, non-seasonal (permanent or minimum of two years) job offer from a PEI employer in a high skilled occupation defined by the National Occupation Classification (NOC) skill level 0, A, or B
  • have at least two years of full‐time work experience in the past five years
  • have a valid work permit to be working in Canada
  • have legal status in the country of residence
  • have successfully completed a post‐secondary degree or diploma (minimum two-year program)
  • be between the ages of 18 and 59
  • have sufficient English and/or French language ability to perform the job offered. Language ability can be verified by one of the following: o a language test from an IRCC-approved testing institute within the past two years with a minimum score of CLB/NCLC 4; or o PEIW-02: Workforce Job Offer Form indicating employer is comfortable with the employee’s proficiency in English and/or French to perform tasks associated with the job position being offered
  • have sufficient financial resources for the applicant and family to pay all immigration costs (including travel expenses) to be able to establish in PEI
  • demonstrate a genuine intention to settle in PEI.

Requirements for Critical Worker Stream:

  • have a full‐time, non-seasonal (i.e., permanent or minimum of two years) job offer from a PEI employer in an intermediate-skilled position, defined by the National Occupation Code (NOC) skill level C or D
  • have worked a minimum of six months full‐time for the PEI employer
  • have a valid work permit and legal status in Canada
  • possess a minimum education of secondary school diploma
  • be between the ages of 18 and 59
  • have a minimum two years of full‐time work experience or relevant education in the past five years
  • provide a language test from an IRCC-approved testing institute within the past two years with a minimum score of CLB/NCLC 4
  • have sufficient financial resources to pay all immigration costs (including travel expenses) for you and your family to be able to establish in PEI
  • demonstrate a genuine intention to settle in PEI.

Canada announces Immigration Levels Plan for 2022 – 2024

Immigration Minister Sean Fraser has recently announced Canada’s Immigration Levels Plan and plans to welcome over 1.3 million immigrants in the ambitious plan focused on economic recovery.

“Immigration has helped shape Canada into the country it is today. From farming and fishing to manufacturing, healthcare, and the transportation sector, Canada relies on immigrants. We are focused on economic recovery, and immigration is the key to getting there. Setting bold new immigration targets, as outlined in the 2022-2024 Levels Plan, will further help bring the immeasurable contribution of immigrants to our communities and across all sectors of the economy.”

Despite having regained many of the jobs lost during the pandemic, there are still hundreds of thousands of positions in all sectors waiting to be filled. Canada’s massive labor shortages have created a huge requirement for more immigrants and the IRCC is rushing to fill it.

Statement by the IRCC:

“Immigration already accounts for almost 100 percent of labor force growth, and with five million Canadians set to retire by the end of this decade, the worker-to-retiree ratio will drop down to only 3:1. This is a clear sign that we have a strong economic need for increased immigration.”

The plan was revealed by Minister Sean Fraser in the parliament on 14 February and is summarized below:

IRCC announces updates to Canada’s travel rules

The IRCC has recently announced that fully vaccinated travelers will be able to travel to Canada without any further testing at the airports for COVID-19 starting from February 28th. The country has begun to relax its public health restrictions, but unvaccinated travelers would still need to get tested for COVID-19 upon arrival and after 7 days upon arrival while observing quarantine for 14 days.

Canada is also allowing travelers to take the rapid antigen test, either 72 hours or, 1 day prior or on arrival in the country.

As of now, only 18 Canadian airports are allowing international flights with unvaccinated foreign travelers, but this will change after 28th February with all airports receiving international flights.

However, despite relaxing health and travel restrictions, and removing the travel advisory on its official website, the Canadian government is still warning travelers to be cautious about the health risks posed during international travel.

All Canadian travelers would still need to submit their information, proof of vaccination, and quarantine plan on the ArriveCAN app prior to arrival in the country.
