PEI PNP invites 161 candidates in the latest draw

On July 19, 2021, Prince Edward Island, held its regular monthly immigration PNP draw inviting 161 immigration candidates. Among these 152 belong to Express Entry and Labor Impact. Business Impact candidates got 9 invitations with a minimum score of 72 points.

The Provincial Nominee Programs in Canada allow provinces and territories to invite immigration candidates to meet their labor market demand.

All about the PEI PNP Express Entry Draw

The PEI PNP Express Entry Category is an advanced PNP linked with the federal government’s Express Entry system. To get an invitation, candidates need to register their profile in the system. The PEI PNP draw follows all the guidelines approved by the federal government. This is the eighth draw held by Canada’s maritime province, and the total invitations issued in 2021 are 1,194. The next PEI PNP draw is expected to be held on September 16, 2021. The candidates whose profile matches the Comprehensive Ranking System score will be invited to apply.

  • The score is allotted based on their age, education, work experience, and language proficiency in English or French.
  • Express Entry candidates who receive the invitation will be allotted with extra 600 points for their CRS Score. This guarantees the candidate to receive the ITA for permanent residence in the succeeding Express Entry draw.
  • To get considered for the PEI PNP, the candidates need to create an Expression of Interest (EOI) profile associated with it.
  • The EOI profiles are given points depending upon the various factors in the PEI unique points grid. The candidates with the highest scores will be invited to apply through monthly draws by the provinces.

About the Labor Impact Category in PEI PNP Draw

  • The Labor Impact Category is for candidates with a valid job offer in Prince Edward Island and should have support from their employer.
  • The Labor Impact Category is divided into three streams- Skilled Worker, Critical Worker, International Graduate
  • Candidates applying in the category need to submit an Expression of Interest in order to get considered for a provincial nomination through the Labor Impact Category.

About the Business Impact Category in PEI PNP Draw

  • In the Business Impact Category, aspirants need to meet the minimum score requirement to proceed with further application. The provincial score differs for every draw, and for this draw, it is 72.

British Columbia immigration issues 12 invitations in a new draw

On August 17, the British Columbia Provincial Nominee Program draw issued 12 invitations through both the province’s general Entrepreneur stream and its regional pilot. The general stream candidates received 8 invites with a minimum score of 126 points and the regional pilot applicants got less than 5 invites with a minimum score of 129.

Requirements For The B.C. Entrepreneur Category are as follows:

  • Having a personal net worth of a minimum $600,000, legally obtained
  • Have, or be eligible for, legal temporary immigration status in Canada
  • Have been lawfully admitted to the country where you currently reside
  • Canadian Language Benchmark Level 4 In English or French in each of the four competencies: listening, speaking, reading, and writing at the time of submission of nomination
  • Suitable business and/or management experience.
  • Investing a minimum of $200,000 in an eligible new business (or) purchase and improve an existing business in BC
  • Create at least one new full-time job in your business for a Canadian citizen or a permanent resident

About the Entrepreneur Regional Pilot Programme:

This program initially opened in 2019 as a two-year pilot, but has since been extended until 2024 and aims to attract motivated and experienced entrepreneurs to open a business in smaller communities of British Columbia and contribute to their specific labour needs.

Requirements For The Entrepreneur Reginal Pilot Program are as follows:

  • Having a minimum net worth of $300,000 legally obtained
  • Have a minimum of $100,000 in eligible business investments.
  • Have a minimum of 51% ownership in the new business.

India expresses disappointment at the continued ban of direct commercial flights

The government of India has written to the Canadian government expressing its “disappointment” over the continuing ban of direct commercial flights  between the two countries. The flight ban was first imposed on April 22 and Transport Canada announced it had been further extended till September 21. The April decision had been predicated on concerns over the rising Covid-19 cases in India, particularly the spread of the Delta variant.

In note verbales, or diplomatic communications, sent to Global Affairs Canada, the country’s foreign ministry, India’s high commission in Ottawa stated that the extension had “caused concern and anxiety” among nationals of the two countries seeking to travel between them.

The Canadian government’s ban prevents all direct passenger flights from India. The Indian government is seeking resumption of those flights and scrapping the mandatory RT-PCR tests required for travelers from India who transit through third countries.

The ongoing restrictions, it has argued, “adversely affected” nearly 200,000 Indian students looking at starting post-secondary education in Canada and caused “great inconvenience” to the nearly 1.6 million-strong Indo-Canadian community.

It said that early return to normalcy in global mobility was in the interest of both countries. It also pointed out that India has administered over 570 million doses of Covid-19 vaccines, its declining positivity rate and expansion of its testing regime as well the proof of vaccination available digitally via the Cowin app.

Ontario Invites 479 In First Masters, Ph.D. Graduate Stream Draws

Ontario immigration has issued 479 Invitations to Apply (ITAs) in its first draw for the provincial Master’s Graduate and Ph.D. Graduate streams. The province issued the ITAs on August 18 through the Ontario Immigrant Nominee Program (OINP). These Provincial Nominee Programs (PNPs) operate under Ontario’s EOI system.

The draw saw 402 ITAs issued to Masters Graduate candidates scoring a minimum of 39 points. A further 77 ITAs were issued to Ph.D. Graduates who scored at least 17.

Steps to follow to be considered for either the Masters Graduate or Ph.D. Graduate streams:

  • Sign up with Ontario’s e-Filing Portal
  • Register an expression of interest for the graduate stream.
  • If eligible, the applicant will receive an invitation to apply for the provincial nomination. Candidates need to apply for the nomination within two years of graduating.
  • Applicants do not need a job offer to apply for these streams.

Points System:

Points are allotted for the skill level of the job offer as well as the candidate’s Canadian work experience. Other than skill level and work experience, it also takes into account the wage, education, official language ability, and the region in which the applicant has study or work. The province also allocates 10 points at its discretion to respond to labour market needs.

463 candidates invited through Express Entry linked Provincial Nominee Program

In the Express Entry- linked PNP draw held on August 18, Canadian Immigration invited over 463 candidates to apply for the Canadian PR (Permanent Residency). In the previous draw, the IRCC had invited candidates with having 760 scores, this time the cut-off was a minimum score of 751. The PNP draws high cutoffs score because the provincial nomination itself is worth 600 points.

Time of Submission:

The candidates with a 751 minimum score are only invited if they have submitted their profiles on or before April 13th, 2021, at 16:29:29 UTC.

Types of draws: In 2021, IRCC has held its draws only for two types of candidates from the Express Entry pool.

  • PNP (Provincial Nomination Program)
  • Canadian Experience Class (CEC)

PNP:

  • The main aim of the PNP is to fill the gaps in the workforce in order to meet the demands of the Canadian labor market needs. If the immigrants are invited, this means that they fill a need in the regional labor market. In contrast, Federal programs cannot fill these gaps.
  • The approved Permanent Residents in Canada are exempt from the travel restrictions.
  • The PNP applicants abroad can complete their landing requirements and become permanent residents in Canada.
  • PNP candidates get 600 points with their PNP nomination. So, the PNP draws are always greater than the Express Entry Draws.

Express Entry:

  • To date, in 2021, Canada has issued 102,779 invitations through Express Entry System.IRCC will invite more and more applicants to reach its target of 108,500 newcomers through the Express Entry system in 2021.
  • Candidates with the minimum score were only invited if they submitted their profiles before April 13th, 2021 at 16:29:29 UTC. IRCC always publishes a cutoff time, whether or not there was an actual tie.

Saskatchewan government offers an extra dose of vaccine to residents wanting to travel

The Saskatchewan government is offering an extra dose of the COVID-19 vaccine to residents who may need it for international travel. Saskatchewan Health says residents who received a combination of Oxford-AstraZeneca, Pfizer, or Moderna can receive a third dose to match their last vaccine as long as the second dose was Pfizer or Moderna. The ministry says people with two doses of Oxford-AstraZeneca, also known as Covishield, will also be able to complete a schedule to support international travel requirements with two matching mRNA vaccines.

The AstraZeneca COVID-19 vaccine was briefly in use in Saskatchewan, but officials saw widespread hesitancy around it after it was linked to extremely rare incidences of blood clots in some recipients. The province eventually ceased offering it as a first dose. Later, the federal government gave the green light to giving AstraZeneca recipients the Pfizer or Moderna vaccines as their second shot.

Canadians are considered fully immunized after receiving two doses of Pfizer, AstraZeneca or Moderna. Merriman said other countries, though, may not recognize vaccine “mixing,” though he is optimistic AstraZeneca will eventually get broad approval because of its use in countries like the United Kingdom.

Some countries are requiring proof of vaccination with specific vaccines – most commonly two doses of the same mRNA vaccine such as Pfizer-BioNTech or Moderna with health officials asking travelers to check on approved vaccines for the country, venue or destination they plan to visit.

The province says 76 percent of Saskatchewan residents older than 12 have received their first shot and 66 percent of eligible residents are fully vaccinated. Saskatchewan reported 107 new COVID-19 cases on Tuesday. Of those, 92 cases were either not vaccinated or partially vaccinated.

Similarly, in July, the Quebec government began offering a third dose of an mRNA vaccine to

residents fully immunized with the Oxford-AstraZeneca vaccine.

The University of Saskatchewan has joined a growing number of post-secondary institutions in the country requiring staff and students to be vaccinated for COVID-19 before returning to campus. Officials say in a news release that anyone planning to be on campus must provide proof of a first vaccination by Sept. 7 and a second dose by Oct. 18. The university says people who are unable or unwilling to get vaccinated will need to provide frequent negative COVID-19 test results and submit a daily symptom checklist in order to access campuses.

Manitoba invites 275 candidates in latest PNP draw

Manitoba Immigration invited 275 candidates to apply for a provincial nomination on Manitoba PNP draw held on August 12. The first step to applying for a provincial nomination from Manitoba is submitting a profile in the Express Entry pool.

The invited candidates can apply for a nomination from the Manitoba Provincial Nominee Program (MPNP). The nomination will support their final application for Canadian permanent residence if they successfully pass it. A total of 36 invitations, also known as Letters of Advice to Apply (LAAs), went to Express Entry candidates.

The results of the latest draw are as follows:

  • Category I: Skilled Workers in Manitoba— 238 invitations with a minimum EOI score of 454
  • Category II: Skilled Workers Overseas— 6 invitations with a minimum EOI score of 719
  • Category III: International Education Stream — 31 invitations with no EOI score requirement.

Government of Canada invests $100 million to support newcomers

As per the press release on August 12, 2021, Immigration, Refugees and Citizenship Canada (IRCC) has announced an investment of $100 million for the settlement success of the new immigrants. This helps new immigrants to:

  • Work
  • Learn English or French
  • Search for accommodation and support to become successful in the country

The funding will be rolled out over the next three years to improve newcomers’ settlement services through the service delivery improvements (SDI) process and is aimed at adapting the delivery of settlement services to newcomers so they reflect the pandemic and post-pandemic context.

IRCC has launched SDI 2020 funding process in order to support the newcomers’ settlement in Canada. Under this SDI 2020, selected 78 new projects to integrate new immigrants into the new communities and hold their settlement.

During the pandemic, many services in Canada have moved online, SDI is one among them. The SDI funding will help IRCC to determine the services for new immigrants taking into account the increased reliance on online service delivery.

According to the IRCC Settlement Outcomes 2021 Report, the majority of newcomers who have received settlement services said that they found the services helpful and relevant to their needs. These services enhanced their knowledge of life in Canada, improved their English or French language skills, prepared them for the Canadian labor market, and helped them connect with organizations in their communities.

“Settlement services play a fundamental role in Canada’s immigration system. From work to housing to language training, they set newcomers up for success. During this challenging year and a half, I think it’s safe to say everyone has needed support in some form or another. One can only begin to imagine the additional hurdles this pandemic has presented newcomers trying to start their lives in Canada. These new SDI projects will help us enhance and improve settlement services so every newcomer can reach their full potential here.” from the Honorable Marco E. L. Since 2017, SDI projects are centered on developing innovative methods to provide better support for the settlement and integration of newcomers. Funding begins from the fall of 2021 and continues till March 31, 2024.

SDI expression of interest process will continue for every three years to attract and support the settlement of newcomers’ by considering new areas of study, with funded projects for three years. This cycle is subjected to changes based on the information and facts gained through the SDI process.
