BC immigration issues 102 invites in latest PNP draw

The British Columbia immigration, in its latest draw held on 4th January, issued 102 invitations to skilled and experienced tech workers. The BC PNP Tech draws are aimed specifically at high-demand technology workers and feature up to four streams of the British Columbia Provincial Nominee Program.

About the BC PNP Tech draw:

● This draw was first launched in 2017 as a pilot project in response to the fast-

growing demand for talent in BC’s technology sector.

● It was made a permanent program in June 2021.

● The stream targets skilled workers and aims to expand the province’s pool of

skilled workers.

● Invitations are issued on a weekly basis to candidates who qualify and who have

valid job offers in one of the 29 eligible occupations.

● The minimum duration of the job offers when applying for BC PNP Tech must be

full-time for a duration of 365 days or more.

The BC PNP offers interested candidates three ways to apply for PR. Each pathway is

categorized into several different categories candidates can apply in. Choosing the

category depends on your NOC skill level, work experience, type of job, etc.

In 2021, the British Columbia Immigration invited over 10,000 candidates through various BC PNP streams. The Skilled Worker Stream of BC PNP targets skilled and semi-skilled workers in high-demand occupations in the province. It functions on a points-based invite system.

The minimum score to qualify for each stream was 80 points on the grid, with candidates being invited under the Skilled Worker and International Graduate streams. The BC PNP has the following subcategories:

  • SI – Skilled Worker stream
  • SI – International Graduate stream
  • EEBC – Express Entry BC Skilled Worker stream
  • EEBC – Express Entry BC International Graduate stream

For this stream, the job offer must be:

  • For one of the 29 targeted occupations
  • For at least the duration of one full year
  • Valid for at least 120 days at the time of application

IRCC invites 392 Express Entry candidates to apply for Permanent Residence

The IRCC recently held an Express Entry draw on 5th January and has sent invites to candidates in the pool to apply for PR. All these invitations were sent to candidates nominated via the PNP.

The applicants are ranked in the pool using the CRS, a points-based system. The candidates who scored the maximum CRS points are then invited to apply for permanent residence. The minimum cut-off score to qualify was 808 (with the nomination). If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.

Each invitation round has a set of instructions that are posted online at the time of the round and which are used by the IRCC to invite candidates from the Express Entry pool. The instructions include:

  • The date and time of the invitation round
  • The number of candidates to get an ITA
  • The list of immigration program(s) included in the round

All throughout 2021, the IRCC has targeted on inviting Express Entry candidates from Provincial Nominee Class and Canadian Experience Class.

In his mandate letter, Prime Minister Justin Trudeau asked Immigration Minister Sean Fraser to expand permanent residence pathways for international students and temporary foreign workers applying through Express Entry.

The latest system, titled TEER (Training, Education, Experience, and Responsibilities) is also expected to come into effect in the first half of 2022, replacing the current system of NOC skill levels.

The IRCC uses the Express Entry system to choose skilled workers based on their skills and ability to contribute to Canada’s economy. It manages applications for three economic immigration programs:

  • Federal Skilled Worker Program
  • Federal Skilled Trades Program
  • Canadian Experience Class

Provinces and territories can also recruit candidates from the Express Entry pool through the Provincial Nominee Program (PNP) to meet local labor market needs.

Alberta sends out 150 invites via the Alberta Immigration Nominee Program

 Alberta Immigration invited 150 Express Entry candidates through the AINP to apply for a provincial nomination. The minimum CRS score required to qualify was 351 points. This draw was held on 14th December, with results becoming known to the public recently. This was the last draw held through the AINP in 2021.

Alberta Immigration has also fulfilled its Immigration Nomination allocation of 2021 through the Alberta Immigrant Nominee Program. In an announcement made on 20 December, the province said that it had invited a total of 6,250 AINP candidates in 2021, thus completing the number allotted to it by the IRCC.

However, 475 applications under the Alberta Opportunity Stream and 775 applications under the Alberta Express Entry pool are still left. The province is accepting applications for the same. Alberta will resume accepting applications for the AINP in January.

Alberta Immigration provides a list of ineligible occupations rather than a list of eligible occupations. Candidates who have work experience in occupations like food service supervisors, transport truck drivers, and cooks are the ones who mostly apply for this stream.

Steps to apply for the stream:

  • The candidate should make an Express Entry profile on the website
  • They should re, ceive an NOI from Alberta Immigration when they apply via an Express Entry profile.
  • The candidate checks their criteria and submits an application.
  • Complete applications go into a pool of eligible applications for consideration for processing

The candidate receives a Notification of Interest if they:

  • have an active Express Entry profile in the federal Express Entry pool
  • have stated an interest in immigrating permanently to Alberta
  • are working in an occupation that supports Alberta’s economic development and diversification
  • have a minimum Comprehensive Ranking System score of 350

Adaptability Factors that increase chances of a candidate receiving an NOI:

  • Has an Alberta job offer and/or work experience
  • Is a graduate of a Canadian post-secondary institution
  • Has had a parent, child, brother, and/or sister who is a permanent resident living in Alberta, or a Canadian citizen living in Alberta

Factors that decrease candidate’s likelihood of receiving an NOI:

  • Candidate’s Express Entry profile expires in 5 months or less
  • Candidate works in an occupation on the list of high-wage and low-wage occupations in the province of Alberta set out on the online Government of Canada Refusal to Process a Labor Market Impact Assessment list on the Alberta Opportunity Stream Ineligible Occupations list
  • The candidate has a high volume of submissions across all AINP streams

Express Entry has three Federal High Skilled programs under it:

  • Canadian Experience Class
  • Federal Skilled Worker Program
  • Federal Skilled Trades Program

An overview of Canada’s Immigration policies and changes in 2021; what lies in the future for immigrants? (PART 2 OF 2)

The IRCC has worked on improving the online Express Entry application system by announcing that certain pathways would have their applications processed in under 2 weeks. The Express Entry system has the Federal Skilled Worker Program, Federal Trades Program, Canadian Experience Class, and Provincial Nominee Program under it.

The IRCC has set the goal of welcoming 108,500 economic immigrants in 2021. The programs that target economic immigrants are the Start-Up Visa Pathway, the Provincial Nominee Program, and the Atlantic Immigration Pilot Program.

Canada has also set a goal of bringing in almost 57,500 refugees and human rights activists, protecting persons under humanitarian and compassionate grounds in the Immigration Levels Plans of 2021-2023.

Immigration boosted Nova Scotia’s population by 6,170 in 2021 and helped the province surpass 1 million people in population figures. The top countries that newcomers arrived from are India, China, the Philippines, the UK. The province is credited with having the highest retention rate for any Atlantic Canadian province at 71%.

Nova Scotia immigration also announced a $2.5 million marketing campaign to attract immigrants and Canadians living in other provinces to settle down in Nova Scotia. This campaign aims to encourage more people to move to the Atlantic Canadian province and fix serious labor shortages. Nova Scotia welcomed new immigrants this year despite the border and travel restrictions, many of them who moved here from other provinces.

In January, the IRCC announced a policy allowing Post-Graduation Work Permit holders to apply for a one-time extension to obtain an open work permit. This is to give them more time to obtain work experience in order to be eligible to apply for permanent residence.

On February 13, 2021, the IRCC held its biggest Express Entry draw ever and invited 27,332 candidates to apply for permanent residence. In May, the IRCC launched 6 new temporary streams and announced that it would be accepting more applications than ever in the following sectors:

In December, the Prime Minister wrote an immigration mandate letter addressed to Fraser, outlining 13 issues that call for action like refugees, citizenship, temporary workers, economic immigration, processing times, the reunification of families, and francophone immigration.

The main theme of the letter highlights the need to prioritize and continue policies that fortify Canada’s immigration and refugee framework, bring in more newcomers to all Canadian provinces, which will, in turn, support Canada’s financial recuperation from the COVID-19 pandemic.

It goes on to encourage policies that will assist Afghans and human rights activists and to ‘continue to fortify family reunification and minimize application processing times, particularly those affected by COVID-19.’

The Trudeau government has also emphasized the reduction of application processing times, and addressing the delays that have been impacted by COVID-19. Over 1.8 million applications are still being processed in the IRCC database adding to the backlog.

Trudeau has also asked the Minister to coordinate and partner with the Minister of Employment in the establishment of a Trusted Employer system for Canadian companies hiring temporary foreign workers.

The immigration minister is expected to present his first Immigration Levels Plan, after assuming office, to the parliament in February 2022.

To boost immigration, it has been announced that the Atlantic Immigration Pilot Program, launched in 2017 is to be turned into a permanent Canadian immigration program. This will come into effect from 1st January 2022.

This program can bring 6,000 new immigrants to Canada every year. From 2017 – 2021, over 9,800 candidates have been invited through the program in sectors like healthcare, food servicing, manufacturing.

In the report titled, Evaluation of the Atlantic Immigration Pilot, released by the IRCC last year, it has been noted that this program has been very successful in retaining immigrants in Atlantic Canada.

The government has made great efforts in bettering humanitarian policies and fostering an environment of secularity and welcomeness towards immigrants and refugees. However, at the end of the year, as Omicron cases rise, the government has started imposing restrictions back again.

In 2021, a year hindered by the COVID-9 pandemic and travel restrictions, Canada with its extensive and inclusive policies made great efforts to continue attracting new talent and immigrants. Immigration plays a great role in Canada’s economy and employment dynamics and this is evident with over 401,000 newcomers landing in the country this year despite the many roadblocks imposed by the worldwide travel climate.

Immigration is one of Canada’s greatest assets in combating labor shortages and bringing the economy back to pre-pandemic levels. In a worrying statement made by the latest CFIB report, by 2050, Canada will have lost a significant portion of its working-age individuals and its future workforce. If the labor market approach and policies do not change, this shortage will be crippling for Canada’s economic growth.

Immigration is one of the solutions towards reducing shortages but it needs to be streamlined and improved to attract more newcomers to work and settle down in the country. The IRCC has done major overhaul work on improving immigration pathways, processing times and introduced policies that work to reunite loved ones with their family in Canada.

The IRCC digitized the application processes of many pathways, introduced new pathways like the TR to PR pathway and Global Talent Stream, extended application deadlines, relaxed restrictions, and focused on drawing newcomers in by holding massive Express Entry draws focusing on the Canadian Express Class stream.

The improvements to be added to the Global Talent stream include easing the process of renewal of work permits, the establishment of an employer hotline to assist the establishments hiring through the program.

Under the improved digital system, advanced data analytics is being used to categorize and process temporary resident visa applications according to their country of current residence. The new system also has better privacy protection policies and ensures that an applicant’s personal law is protected while allowing for the IRCC employees to work faster with the information provided.

IRCC announces a three-month extension on the Immigration Medical Exam Exemption Policy

The IRCC has announced that it will be providing a three-month extension to the Immigration Medical Exam Exemption Policy that removes the requirement of additional medical exams if they pose a low risk to the health of Canadian citizens and permanent residents.

The policy has been extended till 31st March 2022 from its original deadline date of 28th December 2021.

Candidate requirements to qualify for the exemption:

  • Have submitted a new application for permanent residence or for a permanent resident visa or have a pending application for permanent residence and have not yet completed a new immigration medical exam
  • The requirement for an immigration medical exam and/or unique medical identifier number is still valid for applicants applying for PR.
  • Have completed an immigration medical exam within the last five years and were found to pose no risk to public health or safety, or comply with a requirement to report to public health authorities for monitoring
  • Have not left Canada for more than six months in the last year to live in a country that has a higher incidence of a serious communicable disease than Canada, as outlined in the list of countries requiring an immigration medical exam.

They will also help provide better client service, support faster application timelines, and ensure foreign nationals can more quickly receive permanent resident status. IRCC announces statistics for the TR to PR Pathway

The IRCC has announced the statistics of retention and immigration for the TR to PR Pathway and said that over 11,425 newcomers have settled in Canada due to this program. Most of the newcomers that immigrated to Canada using the pathway have settled down in BC and Ontario. Many more applications are still under processing which will undoubtedly push the numbers up once they are accepted.

By October, almost 5,990 people who became permanent residents under this program settled in Ontario and 3,235 people settled down in BC.

Canada makes history by welcoming 401,000 immigrants in 2021

The country has broken its all-time immigration record and invited over 401,000 immigrants in 2021, breaking the record that was held since 1913. The announcement was made by Immigration Minister Sean Fraser.

I can’t wait to see the incredible contributions that our 401,000 new neighbors make in communities across the country. New Canadians contribute to communities across our country every day, and we will continue welcoming more of them as we build the Canada of tomorrow.”

This year the Immigration, Refugees and Citizenship Canada (IRCC) processed over 500,000 applications despite the challenges faced by travel restrictions and COVID-19 pandemic. The IRCC enhanced the processing times for most pathways and started accepting more applications online.

The IRCC, in previous announcements, has stated that it will accept 40,000 permanent residence applications from international students who have graduated from a Canadian institution. In May, the IRCC launched 6 new temporary streams and announced that it would be accepting more applications than ever in the following sectors:
