The BC PNP offers interested candidates three ways to apply for PR. Each pathway is categorized into several different categories candidates can apply in. Choosing the category depends on your NOC skill level, work experience, type of job, etc.

Till now, in 2021, British Columbia Immigration has invited 10,000 candidates through various BC PNP streams.

The Skilled Worker Stream of BC PNP targets skilled and semi-skilled workers in high-demand occupations in the province. It functions on a points-based invite system.

About the BC PNP Tech draw:

  • This draw was first launched in 2017 as a pilot project in response to the fast-growing demand for talent in BC’s technology sector.
  • It was made a permanent program in June 2021.
  • The stream targets skilled workers and aims to expand the province’s pool of skilled workers.
  • Invitations are issued on a weekly basis to candidates who qualify and who have a valid job offer in one of the 29 eligible occupations.
  • The minimum duration of the job offered when applying for BC PNP Tech must be full-time for a duration of 365 days or more.

Validity of language tests taken by the candidate:

  • For EEBC and SI categories, the language test must be valid throughout the BC PNP application process. It must still be valid when the candidate applies to IRCC for permanent residence. IRCC will decline EEBC applications with expired language test results.
  • For the EI – Regional Pilot, the candidate must submit a valid language test when registering. Communities may also require valid language test results as part of their process.
  • For the EI – Base category, the language test must be valid when it is submitted. The candidate may choose to submit the language test at the registration, application, or final report for the nomination stage.

Immigration Levels Plan 2022 – 2024 set to be announced in February

Syed Khan – January 25, 2022

The Trudeau government is set to announce its Immigration Levels Plan 2022 – 2024 in February.

Immigration Levels Plan includes the country’s immigration targets for the years 2022 to 2024 and the number of immigrants to be welcomed under each economic, family, and humanitarian class program.

The IRCC plans to welcome 241,500 economic class immigrants, 103,500 family class immigrants and 66,000 refugee immigrants to the country in 2022. The economic class immigrants will be targeted through the Express Entry and PNP programs. The family class immigrants which account for 26% of Canada’s immigration target will be welcomed through two programs, i.e., the Spouses, Partners, and Children Program and the Parents and Grandparents Program.

Following the election of the new Trudeau government in September, Immigration minister Sean Fraser must announce the Immigration Levels Plan for 2022 – 2024 before or on Monday, February 14th.

A second Immigration Levels Plan for 2023 – 2025 may be announced on the 1st of November, 2022.

Under the Immigration and Refugee Protection Act, the federal government is obligated to make this announcement before the 1st of November every year when Parliament is sitting. In the event that Parliament isn’t sitting, the declaration must be made inside 30 sitting days of Parliament reconvening.

There is a possibility of Canada welcoming even more immigrants than the number of 400,000 due to growing labor shortage in various sectors of the country. The Minister of Immigration, Sean Fraser had earlier stated that the IRCC and federal government is open to welcoming even more immigrants if Canadian employers and housing communities are open to it.

Newfoundland and Labrador announces more benefits for immigrants

Syed Khan – January 24, 2022

Newfoundland and Labrador Immigration announced that it will offer more benefits for immigrants, including better settlement services, free legal information, and training in order to help ease their settlement in the province.

This program is proposed to be offered to immigrants through the ministry of Immigration, Population Growth, and Skills.

This move comes after a series of new announcements by the province to provide support and backing to new immigrants and students in gaining work experience, getting intercultural training, and helping in finding jobs after graduation.

The provincial immigration recently announced the extension of the provincial healthcare for international students, the Medical Care Plan (MCP), for a period of 90 days after graduation.

The MCP for international students is now aligned with the length of study permits and will provide coverage while graduates seek career opportunities in Newfoundland and Labrador. This is instrumental to ensuring that these students have time to look for jobs in the province and begin their careers after graduation.

The programs proposed by the province include:

  • Providing funding of $27,278.00 towards the Supporting Newcomers in Newfoundland and Labrador project
  • A new, fully online application system is also being proposed, with an initial investment of $2 million. This will help in streamlining application processes and reduce processing times.
  • On January 2, 2021, the province launched the Priority Skills stream, a new stream aimed at individuals who wish to settle down in the province and have work experience in occupations in demand in Newfoundland and Labrador, as well as have a high level of education and language ability
  • Providing funding of $66,847 for the Retaining Global Talent project
  • Providing funding of $26,612.76 for expanding the Professional Skills Development Program
  • Funding over $100,000 to assist newcomers to access to English language testing at Grenfell Campus
  • More initiatives have been announced to increase immigration staffing levels, and help develop English language skills for candidates. Including $357,000 for additional English as Second Language instructors in the K-12 school system

Quote by Gerry Byrne, the Newfoundland and Labrador Minister of Immigration, Population Growth, and Skills:

“Settlement and integration projects last year provided free legal information, career and entrepreneurship training, increased rural integration, and many more benefits for newcomers. The updated process we have this year will allow us to work closely with partner organizations and provide even better support right across Newfoundland and Labrador. An emphasis on foreign qualification recognition in this call for proposals responds to the need to better recognize the international education of newcomers in our labor market. We are helping to address the workforce needs of employers and support population growth by directly matching employers in need with the people wanting to live and work here”

“The employers can provide detail on the vacancies of their full-time jobs, and the qualifying newcomers can provide their job qualifications,”

“Once that is done, immigration staff will begin matching newcomers who need jobs with employers who need workers.”

IRCC invites 1,036 Express Entry candidates to apply for Permanent Residence

Syed Khan – January 23, 2022

The IRCC recently held its Express Entry draw on 19 January and has sent invites to Express Entry candidates to apply for PR. All these invitations were sent to candidates nominated via the PNP.

The applicants are ranked in the pool using the CRS, a points-based system. The candidates who scored the maximum CRS points are then invited to apply for permanent residence. The minimum cut-off score to qualify was 745 (with the nomination). If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.

Each invitation round has a set of instructions that are posted online at the time of the round and which are used by the IRCC to invite candidates from the Express Entry pool. The instructions include:

  • The date and time of the invitation round
  • The number of candidates to get an ITA
  • The list of immigration program(s) included in the round

All throughout 2021, the IRCC had targeted on inviting Express Entry candidates from Provincial Nominee Class and Canadian Experience Class. Up till now in 2022, the IRCC has issued 1,428 ITA’s. In 2021, IRCC invited 113,685 candidates under Express Entry.

  • Federal Skilled Worker Program
  • Federal Skilled Trades Program
  • Canadian Experience Class

Provinces and territories can also recruit candidates from the Express Entry pool through the Provincial Nominee Program (PNP) to meet local labor market needs.

Alberta Immigration provides a list of ineligible occupations rather than a list of eligible occupations. Candidates who have work experience in occupations like food service supervisors, transport truck drivers, and cooks are the ones who mostly apply for this stream.
